World Child Labor Dayच्या निमित्ताने

१२ जून हा जागतिक बालकामगार विरोध दिन. हा दिवस साजरा करण्यासाठी आंतरराष्ट्रीय कामगार संघटनेनं 19 वर्षापूर्वी पुढाकार घेतला. 14 वर्षाच्या आतील बालमजूरी संपवणे आणि त्या मुलांना त्यांच्या शिक्षणाचा हक्क मिळवून देणे हा या दिवस साजरा करण्यामागचा उद्देश आहे. बालकांना त्यांचे बालपण मिळवून देण्यासाठी राष्ट्रीय आणि आंतरराष्ट्रीय स्तरावर अनेक संघटना कार्यरत आहेत. आजही जगभरात, विशेषकरुन भारतासारख्या विकसनशील देश आणि इतर मागासलेल्या देशात बालमजुरांची संख्या मोठ्या प्रमाणात आहे. या देशांत बालकामगार विरोधी कायदे झाले असले तरी बालमजुरांच्या संख्येत म्हणावी तितकी घट झाली नाही. त्यावर जगभरात जागरुकता निर्माण करण्यासाठी 12 जून रोजी जागतिक बालकामगार विरोधी दिवस साजरा करण्यात येत आहे.

मूळात बालकामगार निर्माण का होतात? इथपासून या विषयाचा विचार करण्याची गरज आहे. ज्या वयात चांगलं शिक्षण मिळण्याची गरज असते त्या वयात अनेकदा मेहनतीची कामं या मुलांना करावी लागतात. अशीच एक घटना काही महिन्यांपूर्वी माझ्या समोर आली. दोन विद्यार्थी, एक सहावीला आणि एक आठवीला. काही वर्षांपूर्वी आपले वडील गमावले आणि आई मूक-बधिर असल्याने लहानसहान कामं करायची. त्यातच कोरोनामध्ये त्यांच्या आईचं कामही बंद झालं. लहान असले तरी घरातली परिस्थिती त्यांच्या समोर होती. तीन महिन्याचं घराचं भाडं थकलेलं, घरात पुरेसं रेशन नाही, म्हणून या दोघांनी कामं करायला सुरवात केली. एक हॉटेल मधून चहा वेगवेगळ्या दुकानात नेऊन द्यायचा आणि दुसरा बिल्डींग मध्ये साफसफाई करायचा. त्यातून मिळणाऱ्या पैशातून यांच्या घराला थोडाफार हातभार लागायचा. ही घटना मला त्यांच्या एका शिक्षिकेकडून समजली. सर्वात आधी सर्व शिक्षकांनी मिळून त्यांचं घरभाडे दिले. मग चैतन्यतर्फे त्यांच्या घरी आम्ही किराणा साहित्य घेऊन गेलो होतो, मुलांना भेटलो, त्यांची प्रगती पुस्तकं बघितली. त्यानंतर त्या मुलांचं शैक्षणिक पालकत्व घेण्याचा निर्णय आम्ही घेतला. इयत्ता दहावी पर्यंत दोघांनाही आम्ही चैतन्यच्या माध्यमातून मदत करणारच आहोत पण पुढील शिक्षणासाठीही साहाय्य करणार आहोत.

ही दोन मुलं म्हणजे एक उदाहरण आहे. मुळात गरिबीचं चक्र तुटायला मदत शिक्षण करतं. वेगवेगळ्या खेड्यात, आदिवासी भागात काम करताना एक गोष्ट प्रकर्षाने जाणवते की मुलांचे आई-वडील शिकलेले नसतात, त्यामुळे उत्पन्नाची साधनं मर्यादित आणि त्यामुळेच शिक्षणाबाबतची अनास्था. या सर्वाचा एकत्रित परिणाम होऊन हे पालक आपल्या मुलांना शाळेत पाठवायच्या ऐवजी कामावर घेऊन जातात. तिथे पैसेही मिळतात आणि थोडफार खायलाही मिळतं. पण मुळातच हे चक्र काही संपत नाही. हे चक्र संपवण्यासाठी या मुलांना योग्य शिक्षण मिळणं गरजेचं आहे.

चैतन्यतर्फे काम करताना आम्ही याच गोष्टींवर विशेष लक्ष देत आहोत. योग्य वयात योग्य शिक्षण मुलांना कसं मिळेल, त्यांना सकस आहार कसा मिळेल, शैक्षणिक सोई सुविधा कशा मिळतील याकडे आम्ही लक्ष देतो. जेणेकरून ही मुलं व्यवस्थित शिकतील आणि त्यांना शिक्षणाचं महत्व पटेल आणि त्यामुळेच त्यांच्या येणाऱ्या पिढीला कामावर घेऊन जायच्याऐवजी ते त्यांना शिकवू शकतील. एकदा हे चक्र तुटलं की बालकामगार कमी होण्यासाठी मदतच होईल.

On the occasion of World Child Labor Day

12 June is World Child Labor Protest Day. The International Labor Organization took the initiative 19 years ago to celebrate this day. The purpose of this day is to end child labor under the age of 14 and give those children their right to education. Many organizations are working nationally and internationally to help children achieve their childhood. Even today, child labor is rampant all over the world, especially in developing countries like India and other backward countries. Although anti-child labor laws have been enacted in these countries, the number of child laborers has not declined significantly. World Anti-Child Labor Day is being celebrated on June 12 to create awareness around the world.

We have to think on the Question of "Why are child laborers created?" At an age when they need to get a good education, these children often have to work hard. A similar incident occurred to me a few months ago. Two students, one was in std. sixth and one was in std. eighth. They lost their father a few years ago, and their mother unable to speak & hear. She lost her job in Covid. Though they are small, the situation at home was in front of them. The rent for the house was exhausted for three months, there was not enough ration in the house, so both of them started working. One would take the tea from the hotel to different shops and the other would clean the building. The money earned from it helped his family a little. One of their teachers told me about this. First of all, all the teachers paid their rent together. Then we took groceries to their house, & then we met the children, saw their progress books. We then decided to take care of those children academically. We are going to help both of them till their SSC & also for further education.

Basically education helps to break the cycle of poverty. In different villages, while working in tribal areas, one thing we realizes that the parents of the children are not educated, so their income are limited and hence its create the apathy towards education. As a result of all this, their parents take their children to work instead of sending them to school. There they get money and some food. But basically this cycle never ends. These children need to get proper education to end this cycle.

These are the things where we are paying special attention to them while working for Chaitanya Social Welfare Foundation. We pay attention to how children get the right education at the right age, how they get a healthy diet, how they get educational facilities. So that these children can learn properly and understand the importance of education and that is why they will educate their children instead of taking them to work for the next generation. Once this cycle is broken it will only help to reduce child labor.
